Theo quy định, hằng tháng lănh đạo cơ quan cấp tỉnh đều phải tiếp công dân và các vị trí lănh đạo sau ba năm phải chuyển đổi.
Song Thanh tra Nhà nước phát hiện ở Trà Vinh có nhiều sở, ngành, đơn vị suốt năm năm rưỡi không hề tiếp dân ngày nào. Đồng thời họ cũng kiên tŕ bám trụ mà không có kế hoạch chuyển đổi vị trí.Bám trụ hoài cho khoẻ..
